The Vocational Rehabilitation (VR) process is designed to help individuals with disabilities prepare for, obtain, maintain, advance in, or regain competitive integrated employment. Although each State VR agency may organize its procedures differently, the VR process includes referral and application, eligibility and significance of disability determinations (the assessment for determining eligibility and priority of services), the IPE development process (the assessment of vocational rehabilitation needs which often includes a comprehensive assessment), service delivery, informed choice throughout the process, and service record closure or exit.

The VR process is detailed in the Rehabilitation Act of 1973, as amended by the Workforce Innovation and Opportunity Act (WIOA), and implementing regulations at 34 CFR part 361. At each stage, VR agencies must balance regulatory compliance, individualized service delivery, timely decision-making, documentation quality, fiscal responsibility, and meaningful engagement with individuals with disabilities.
